As chairman of the Observatory Committee, protests the use of [Allegheny] Observatory grounds by a group of boys, presumably by authorization of Dr. Woods. The director of the Observatory [i.e. S. P. Langley] has requested only that their periods be scheduled as not to interfere with work.

Samuel Pierpont Langley (1834-1906) was the third Secretary of the Smithsonian Institution. He also served as the director of the Allegheny Observatory and a professory of astronomy at the Western University of Pennsylvania (now known as the University of Pittsburgh).
